She did not likely cause this, but there is a way to help her past her pride. Tell her that she will ALWAYS have roaches if this is not handled. When she moves there will be little roach eggs on her things, she will never excape. That thought should get her on the phone!
All that aside, I do believe that parts of the country (not mine!) have serious trouble with this and there isn't much that can be done long term, the little buggers will be back when the next renter moves in.Apartment complex responsible for pest control?

Yes the apartment complex is responsible for any pest problems. If the complex will not do anything she needs to contact her local health department.

If your Sis doesn't want them in her apartment, she can use bleach to wash down her floors, baseboards, surfaces and everything else that is not fabric.

As long as she isn't the one who caused the roach problem to begin with, then the apartment complex owners are responsible for pest control. It should even state so in the lease agreement, but if it's not there you can always look up your states rural codes, and it should be there.

your sister is probably not the only one with roaches in the complex. She and the others need to contact the property manager who will then contact the owner. They are liable for pest control. If roaches are in one unit, they are in more. Your sister should not have t live that way, and that's the beauty of renting vs. owning. Somene else gets to pick up the cost. Cons of renting, you have to wait for the oners to do something about it. If the owner is resistent, mention the local housing authority. chances are, they already know there is a roach infestation.
