In a new housing development, does the builder have any responsibility for pest control?

We just bought a brand new home and within a week have ants in the house. The entire neighborhood has ants and you can walk the street and see a solid line of ants throught the entire housing development.In a new housing development, does the builder have any responsibility for pest control?
