We are moving to apartment that is kept very untidy and there are roaches all around. Planning to get the pest control and professional cleaning done. Not sure which one has to be done first. Yeah, do the cleaning after the pest control, since you wouldn't want cockroaches crawling around you and the cleaners, etc.

I'd definitely go with cleaning after pest control. Simply because of the fact of all the chemicals and such used with it, mildly poisonous and not great for human health. But what you need to do is follow the pest control guy's directions, they usually have you vacate the premises for at least the whole day to allow the effects to take place and do their work. I would even suggest asking them what is the earliest, best time to have the cleaning done, to allow for the full cycle of the chemical work to complete. I'm sure they know how long it takes to work and I'd say to give yourself a bit of extra time over that to be safe. For example: let's say he says 24 hours, give it at least 36 until cleaning time. The cleaning will then also help clear up future reasons for bugs to stick around, instead of festering and growing more, feeding off scraps, less attraction for them (starve them).

the chemicals used by the exterminators will need to stay in place to be effective. The roaches will be walking through it and getting poisoned.
if you clean after the exterminator applies the insecticide you will clean away what they just put down to kill the roaches and nothing will be there to kill the roaches. they will continue to live happily ever after in your apartment... ;-)
I would say a proper clean up be done before the pest control. The reason is that roaches detest clean places (especially when there is no left over). However, they (cleaning people) may clean up the roaches bait also.
