If you don't have kids or indoor pets, use boric acid powder. PIC is the most popular brand name. When living in apartments it is almost a must that you use boric acid. No scent, no spray and costs about $2-$3 for a large container.

Are you talking about the small ones, or the huge ones. The huge ones are not from being dirty. Weatherproof your doors, and try to seal up any openings under sink. Trim bushes outside your house/apartment. I HATE BUGS!!!!!!!!!!!! YUCK!
You may be spraying where you see them, but not where they live and breed. Try moving stuff such as the frig and see if there is a nest.
Clean! Don't leave crumbs, make sure your dry food is stored properly. If you live in an apartment, then maybe it's because of your neighbors??
